There are a lot of T-21's out there with higher Damage and faster speeds...the only real boon for the DC 15 is the special action costs. It is like 94 or something...around 10 lower than most of the other rifles. It can help with your HAM management a little better while still dealing a good amount of damage.
But I have yet to see the carbine. I hear it is only so-so as far as carbines go, but the fact that no one is going after it makes it quite rare.
Most likely they will end up as house decorations.
Since my respec to Master Riflemen (which I'm very happy with) I've been scouring the galaxy for good rifles. So far it seems my berserker rifle (made with grade A materials and gorax bone shards) is the weakest (though its still a kinetic rifle so it may have some uses against the likes of Nightsisters). Second comes the T21 which I thought was pretty good until stumbled onto an advanced laser rifle which only slightly rivals the T21.
This really means the rifles haven't changed much from before. The Laser rifle was always the higher damage weapon but the T21 was more effective with its speed. In truth DPS does not matter as much for Riflemen as it does for other professions because they simply want to do the most damage possible with one or two shots, no matter how long they take to fire.
So I hope this new one stacks up. I'll know for sure tonight. If folks are interested I'll post the modified DPS this gives a Master Rifleman (though some of you may already be one).

what does kinetic or energy matter anymore?
no enemies have % special protection anymore
it's all based on your lvl compared to theirs...

If I am not mistaken, it comes to the high 400's with master Rifleman and master Bounty hunter.
Unfortunately, I don't know of the hard hitting rifles out there...The best I have is my converted bowcaster...it has the highest max damage of any weapon I own (weighing in at 1105) and it is faster than most of the others with a speed in the low 2's.
Good thing I am a wookiee.

They must make SOME difference still otherwise they would have removed the different damage types. From what I read early on about the CU damage types still make a big difference.
I also notice some weapons have a damage type and an elemental effect. For example the stun baton has an electricity elemental effect. That has to mean something.
If anyone has more info it would be appreciated.

In a SOE Forum post last week which I'm sure I won't be able to dredge up, a Dev mentioned that resists would soon be listed again for NPC humanoids/beasts.
That notwithstanding, there's still Seret's deduction about resists or vulnerabilities being relevent due to the current weapon stats. If resists don't matter anymore then they have more "splainin' to do" than Lucille Ball.

Tried the quest today but when I got to the Warren I found a bug. When you get the scientist to the door the droids dont gen and you can't get the system message telling you that u've completed the quest.
