Content should be quests, repeatable dungeons and end-game type endeavours (like some type of PvP ranking system for those so inclined). While I agree there should be a levelling treadmill, it should not be a ridiculously steep, grueling endeavour. The grind should not be content.
I realize this goes against the belief in nearly every MMO, as they want you to really feel like you accomplish something by "finishing". In most cases, it is the relief of not having to grenade baz nitch lairs for days on end than it is the feeling of accomplishment. "Now, finally, I can get on to the 'real' game". When Galaxies was content light at launch (it was pretty much the Themeparks and that was it), it is more forgivable to make the grind tougher. After 2.5 years, with the Warren, the Corvette missions, Geo Caves as free expansions, and then the JTL, RotW and ToOW expansions, there is enough content to keep people busy when they are done grinding.
