Novall puts an interesting twist on this. If the Mark has friends or close-knit associates shouldn't they be able to take on the Bounty? If the associate finds the BH before the BH finds the Mark I'd say yes, tear it up.

The first round of bounty hunters have failed to collect on the bounty. Attempts to resolve this issue peacefully with the client have failed.

I assume that associates of registered bounty hunters count towards the total defeated... I could not deny them their attempt in character, as they approached it with a great deal of RP finesse.

No, but I'd say it doesn't work both ways.

A BH who doesn't register gets no credit or reward.

But if a BH has associates or henchmen or whatever and they use them against the mark then you have to ask if its fair that the Mark doesn't get credit for every attempt on the bounty. Fairness would say yes, they get credit. Otherwise one BH has credit for just his accomplishments solo while another gets more credit because they used other people. Gotta find balance her.
