Nope, you'd be surprised how many people have already hit master pilot. I was in the Kessel sector with Lires yesterday (many people go there to kill the Corellian Corvette on the way to Master) and there were about 4 Master Pilots. I was going to ride on the Decimator, but it was too late.

You just have to go and look for it. I believe it's on a two hour spawn, and as more and more people get master, more and more will be there looking. You have to kill it before it makes it's jump to hyperspace.
If you do kill it, you'll be 40k XP richer.
