Damage, mathematics, and YOU...

When I look at the specs for a ship weapon I'll see a range representing damage.. Lets say 1000-1500.

Then a few lines down I see a number representing effectiveness versus shields and armor.. like 0.48/0.48 on blasters.

Does this mean they I should multiply my base damage by the effectiveness to get the true damage against a particular component?
