This was pulled as the Jedi complained (do they do anything else?) that it was used to grief (especially with xp loss on every death). I argue that with xp loss on every death gone, it is time to bring back the Saber TEF.
Since it is a one-way TEF, it gives non-Jedi the power to show Jedi when they are not wanted. Imagine going to Theed with a group of Jedi haters (I for some reason picture Novall and a squad of MERCS

"Toront!" WHAM! 8-10 shots out of nowhere on me all at once. Down I go.
Just rinse and repeat until the Jedi learn that Theed is no longer the place to be brash.
I think this TEF would probably work best if it still followed factional lines for giving out the TEFs (I'd hate to see some Jedi I'm fighting alongside suddenly become target-able). However, it would instantly give Jedi a real reason to hide.
Bounty hunters and visibility were meant to keep Jedi in hiding, but their influence is not instant (looking for mission on terminal, possibly getting more than one BH to get it, going back to Theed or wherever they are). Visibility TEF causes Jedi to really be careful about revealing themselves in public or even getting caught by a BH in a public space.
As a Jedi, I want a reason to hide, other than just RP cannon stuff. Right now there is no risk vs. the reward of keeping my saber equipped/fighting in public.
Any thoughts?
