Looks like that would be France. DeVillipen or whatever his name is just caved and gave the rioters like 100 hojillion Francs or whatever in business and tax incentives.

No word yet if he's going to pay for all of the businesses and cars that got torched. Probably not.

Lesson learned: Burn France if you need money. I'm heading over there right now.
