This is something I have seen in othe places as well and it makes me have hope for this new system. Basically it looks like the SWG DEV team are trying to prevent nerfing specials and skills and have knowingly introduced specials that are underpowered.Mobile Stealth Specials seem useless:
This was addressed by Helios. It is known that the way stealth currently works make it very hard to use effectively. He hinted that stealth is based on defunct modifiers and as such, its currently not working as intended. What this means is that once these modifiers are distrubited and there are modifiers which give people better chances to detect us, they'll boost stealth. Basically, it appears that they started stealth weaker than it will end up, since stealth is such a powerful skill, and they didn't want to have to "nerf" an overly-powerful stealth.
What I hope this means is that we will never see the DEVs completly nerf a profession again.
