does anyone know which person you goto for the imperial banner you get for doing the bestine missons has anyone gotten the banner ?

Currently that is the only way to get one. Just go to Bestine and vote for Victor and any time he wins the election you can get the banner.

I personally voted for Sean Treadwell the first time the elections came around and he lost. On the next election Sean won and apparently my first vote carried over because when I went to talk to him (to get the blue moon painting) he game me the ornate rug.

So vote once and keep track of Victor's next win.

you may not get the banner though. he also gives out a crappy necklace. its hit or miss.
