say you are shooting up some opposite faction npcs, does that give you a TEF, so if an opposing faction PC comes up to you he can shoot you as well? ie: just like the ground game...

Nope. There are no TEF's in space in regards to NPC's. I'm not sure on PVP since this can only occur in high level(Deep Space) PVP zones..

Correct, no TEF's for killing NPC's.

If you do declare at a faction base, you will stay "Overt" until you land.
