Is it illegal to fight over a bountie if they already are captured even if the bountie has not yet been delivered? It is just in the Bounty hunter world people do that kinda thing all the time. I just wanna make sure it is legal.

For the purpose of this system I am going to say that yes this is illegal. Unless you and the BH in question have come to an RP agreement that you would like to set a confrontation. But because most of these bounties are completed and a drop off has to be set that would work for all three parties it would be too difficult and unfair for the original hunter to fight over it. Ekade if you disagree I'm open to discussion on this.

You know... with the revision and the addition of the player usable NPCs, maybe we can look into incorporating them into the BH system. Something may be worked out that would allow such a thing.

In the SW universe, there is a code that the BH's follow. I do not know this word for word, but I think it says something about ganking another Hunter's bounty. If a hunter violated this rule, you could bet that he'd end up dead sooner or later.
So, in a sense, the hunters police themselves.
In this game, there is no way for players to really emulate this. As such we have to invent artificial rules to make things playable.
The question Jaminos poses goes beyond just other hunters.. what happened if Ekade is captured and someone comes to rescue her before the Hunter turns her in? What happens then? I think the answer to that question will be the answer to your hunter versus hunter question.
A RP'ing bounty hunter should carefully consider violating this code. I would say if a hunter pulls a "gank" there career as a hunter is pretty much over, in an RP sense.
But this is both RP and a "game", so I would like to let the hunters weigh in with their opinions before making a call on this. If they feel it would add to the fun, then why not? It can result in some sweet RP between the hunters.

From a short story I read, IG-88 tried to gank Fett and clam the bounty on Solo.
IG-88 failed of course.
In the story, Fett also convinced Jabba to pay half a million for the rare peice of art created by Lord Vader himself. Boba Fett needs to play SWG. If there were only 1 "Han Solo frozen carbonite" loot per server. Jabba would have been outbid by the next bidder by several million.

Well, If you have read any of the bounty hunter wars series, mainly only the bounty hunters from the bounty hunters guild used what was called "The creed of the bounty hunter" But mainly only those members followed it. Bobba fett had many times taken a bounty from someone in the process. I remember when He ambushed a pilot who was delivering a bounty to one employer but fett stopped him and took the bounty to another employer. I think that only some hunters follow the creed. But people like Dengar and Boba fett never followed that creed.
