The exclamation mark was not part of the original quote, therefore, it doesn't belong inside the quotation marks for the direct quote. The ?!?!?!?! was the end punctuation for MY sentence, which was a question voiced incredulously (as if one cannot believe what one hears/reads).

if you end a sentence ona quoted phrase, the punctuation goes inside the quote to end YOUR sentence. That punctuation then marks the end of the sentence. Trust me, i thought it was the silliest thing, but it because I got it wrong at first that I know the correct way. Turn ina college level paper like that, and you'd know.
