As long as your stuff is insured, there is no decay on death. How does decay function in Guildwars? It it full decay, similar to getting slain in PvE? Or is it the reduced PvP decay?

Here are a few guidelines I believe we should follow for this event.
1) No DB unless both parties agree on it. Theres plenty of time while someone is incaped to send them a /tell "DB?".
2) Be smart when in dangerous RP. When I say dangerous RP, I mean don't walk into the Roba as a lone rebel and start spouting off how bad the emperor sux then not expect to get slaped down. Common sence here.
3) Common sence enguagements. Dont just go around fighting to fight. If its not something your character would do in the real world, then dont do it in the SWG world. The more immersive we make this then the more fun were gonna have with it.
4) Start storylines that coexist with this. I know MERCS has one with a certain TTF-S member as well as that whole thing from Casino night with TEMPL. It would be nice to have stories that go along with why we would need to fight anyone.

There is a project like this running inside the german RP community since, dont let me be mistaken, I think its about nearly 2 years.
It was at first mainly inside the Crime region of Kantara City and involving PAs set in that background, but is expanding further since it was "published" more open on the SWG/DE german community board.
Some people already came up with the idea of "merging" german and english RP communities through this war-concept, but others were more sceptic, mainly because of time and language differences/problems that may accur.
I will ask Lashida, who posted a nice FAQ on this issue with the invitation, if I may translate it, as an offer for you to see how it has been done there, maybe you can use some of the ideas and experience for this project.

The German roleplaying community centered around Kantara City on Gorath has this kind of RP guild war going for over a year now. It involves over half a dozend guilds and at the very least 50 people. If I visit a local cantina I can be sure that over 70% of the dots on the radar are red. It takes some getting used to, since you have to be careful not to double-click on people, but tabbing around the cantina is a real boon you don't want to be without ever again
In our system, participating in the guild war is an offer, not mandatory. Each guild only accepts the war from guilds they trust. The guild war offers the possibility of grief-play of the worst kind, so the participaing guilds have to watch and police their members. Every guild is expected to kick members who abuse their powers. If not, such a rogue guild will soon find themselves out of the system.
The system works very well, and contrary to initial concerns it did not lead to an increase in violence. In fact, people have become more careful! If you confront somebody in a public area, you can never be sure who exactly will join the fray. Under the old duel system, some people tended to "forget" to accept duel challenges of the friends and allies of their targets. Also, group fights between our local gangs have become much easier.
The death blow is used sparingly. Anybody who is incapped is considered seriously wounded, and should lie down on the ground once the incap timer runs out. However, a death blow is sometimes used in larger group fights for practical purposes, in order to see who is out of the fight. A death blow alone is never considered as killing somebody, for that to happen the player should explicitly emote the act of killing (such as ": cuts XYZ's throat" or ": shoots XYZ in the chest a few times.").
When playing, always be aware of the possible problems with the new system. Use area attacks sparingly - accidentally destroying several parked AV-21s in front of the cantina will not make you very popular ;) Be extra-careful with area attacks in Dungeons like the Geonosian Lab, Warren, or Death Watch Bunker - among all those red cons there might be another player. If you participate in Faction PvP be sure to check your targets twice, since that red dot may *not* be Special Forces. If you do BH Missions against player Jedi, do not attack the Jedi of the guilds participating in the guild war.
However, be prepared for some friction at first, since accidents and disputes WILL happen. You guys look like a small and tight-knit community, so you should be able to handle it.
