It's not that. It's just that most of the devs are very poor at communicating ideas. What the hell does that mean? Damage goes up, goes down, stays the same? I have never seen a stat labeled "damage modifier from player level" so what does it mean to the users in terms of visible change?
Just like 90 percent of professional athletes, I think people who work in the computer/technology/gaming industry need to take comm courses as part of their job requirement. Especially Tom Brady...listening to that dude is like slamming your nuts in a car door.
