The only stuff you are gonna lose is lower end loot stuff that is abundant and tradeable items, the bio-linked and non-trade stuff isn't going anywhere, besides if you look at the poll on SWG site, its 61% for no item or credit loss.
I think this adds a interesting twist to PvP, and this game needs more interesting twists. I also love the fact that if I kill a mark, I can have a Bounty placed on me, of course will any Bounty Hunters honor the creed

One may agree with another hunter's motives or damn them for the manner in which they carry out their hunts, but no bounty hunter may ever take up arms against a fellow hunter. This law applies only to hunters who themselves follow the creed. Those who have broken the creed, or who themselves have a bounty posted on their head, are merely acquisitions. In such cases, the ex-hunter is no longer seen as a member of a common fellowship and old scores can now be settled with impunity. The hunter has become the hunted.

We will be removing the no-drop, no-trade, and bio-link items off a wide variety of items. These will be primarily quest reward items.

The reason why PvP is dead is because there is absolutly nothing to gain. Players care little about what faction controls what city. They care about stuff, cool stuff.
If you could gain through PvP a standing that would allow you to purchase special items, (e.g. Faction Armor with ability mods, black Imperial scout armor, Royal Guard Robes, Royal Guard Robes with ability mods, etc. ). Even with the risk of losing items limited to a certain group ( like my example of looted items from normal mobs ) and getting a bounty placed on you, would you engage in PvP?
Naturally, there will have to be limits to prevent exploits like killing someone over and over, but that isn't my department.
The items you gain would not be lootable amd maybe you would have to mantain your standing to continue to use them. Maybe not.

Take it even a step further, and when a faction controls the city....they control the city. Make t so its hard or impossible to travel within that city until its been retaken. Have a Imp and Reb base on each planet so one faction isn't completely locked of a planet, but put some real meaning behind the GCW and PvP.
The rewards you mentioned as well would be cool, but again, a step further and say, if the Imperials control 100% of whatever planet, certain items are available from the recruiters, maybe this would be a way to bring back troops, AT-STs and some of the rewards you mentioned.
On a side note, they did talk a little about Scout Trooper armor variations last night and how that might be a future consideration.
